MG MGB Technical - 74 raw fuel coming from charcoal canister

This car has been sitting for only 3 years and it ran just fine when parked. However, now when ignition is turned on and the fuel pump is activated, raw fuel pours out of the bottom of the anti run-on control valve and when that was plugged for testing purposes, raw fuel pours out of the carb openings. Does this mean the carbs are bad? Or is there another problem we are overlooking?

Sounds like the float needle valves are stuck open in the float chamber(s) allowing fuel to keep flowing into the carbs. You could try tapping the float chambers to see if the needles will reseat themselves.
Might be worth opening the float chambers up and checking on the condition of the needle valves and the floats
Are the carbs SU's and what type are they?

Thank you for the suggestion. Will advise as soon as we have done what you suggest. The carbs are AUD 550's SUHIF4's.

Colin has it - this condition is pretty certain to be a stuck float needle. The HIF carbs have the internal floats (The "IF" in "HIF") that means you must remove the carbs to service them. The job isn't so bad, but consider taking a picture or two of the assembly so that you can get the linkages back together without so much fuss.
