MG MGA - brake drums won't fit

When I tighten down the nuts that hold the brake drums on on a wire wheel car I can not turn the brake drum. Are the brake drums the same on a disc wheel and a wire wheel car. The car I am working on is a steel wheel car that I am converting to a wire wheel car. There were no brake drums on the wire wheel axle so I am using the drums off the disc wheel car. Is that my problem?

The drums on the rear are the same for both WW and disc W and for both 1500 and 1600s. On the 1500 there are two different set of drums for the front brakes.
